You have taken it completely out of context. It is just the opposite. He is saying any bishop, not the Bishop of Rome. But I would expect as much since you guys changed the Nicene Creed through a regional council. What next? Are you going to put forth that one patriarch excomunicated 4 patriarchs? Anyway, what I want to say, and not to you, but, to some others, is that the Holy Spirit is our Teacher, just as He was the Apostles’. He leads us to conversion; a conversion that is a daily lifelong process and I envision it as per these three Pauline verses:
Philippians 1: 6 I am confident of this, that the one who began a good work in you will continue to complete it until the day of Christ Jesus.
1 Thessalonians 5: 24 The one who calls you is faithful, and he will also accomplish it.
2 Corinthians 4: 16 Therefore, we are not discouraged; rather, although our outer self is wasting away, our inner self is being renewed day by day.

What converts one may not have an effect on another. Some of the least expected words, phrases or sentences can surprisingly have a profound impact on certain people. We do not know the fabric of the minds of people. Hence, we can say that the Holy Spirit is the one who converts, not us evangelizers. God bless.
